Let’s say the first part is negative. Second part has NOT and SURPRISING both contrast words. Can you explain the approach to solve this?

For this I think we would need a bit more evidence. If it was hinting at that, then it would say something like “king cultivated…while he was alive”. Even if that was the case what pair would go there then?

It has to support the idea of “his greatness” (attesting to)
It has to support the idea of “cultivated a society imbued with censorship and distrust” (it is not surprising that OR since)
So maybe something that portrays him well
