I don’t think that you cannot dis-associate the reason from the claim. They are linked to each other.
If you agree to the claim, you need to agree with the reason and you talk about the reason in paragraph 1.
If you disagree with the claim, you need to disagree with the reason as well. Paragraph 1 then becomes why you disagree with the reason.
