Wanted to highlight this instance where I believe over reliance on the pairing strategy worked against me - ETS is saying that “susceptibility” and “characteristic" are not synonyms. Indeed, I did not think to pair them, so instead I picked “theory” and “hypothesis,” but I was uncomfortable with this pick because the word “usually” indicates observed behavior. As such, I should have eliminated the two pairs I chose (B/F & D/E) because they are not supported by the sentence.

My point is even after pairing, you still need to pay attention to the sentence. Perhaps a non pair could create two sentences alike in meaning. Other thoughts on how to approach this situation?

Yeah pairing is not a panacea but it almost always works. Make sure the words fit the sentence and the sentences create very similar meanings.
