According to me, Option B is a little out of scope. We shouldn’t really focus on why it was made, but we should focus on why “stronger ethics regulations and enforcement mechanisms” are necessary (since we have to weaken the conclusion). We weaken it by saying that Even after agreeing to it, its still not working and further steps just have to be taken. (Basically refuting the evidence that is presented in the second sentence of the passage). This is my line of thinking. Hope this helps!
