Hint: 36% of total must be integer. If you can identify any number less than or equal to 20 then answer is D.

36% is basically, 0.36 = 9/25

Therefore to keep the number of freshman a whole number, you need to multiply the fraction with a multiple of 25 ONLY.
25 > 20, therefore you will always have the total number of students greater than 25 and will cumpolsorily be a multiple of 25.
