How can we compare x and y, are not x and y different number quantity?

Can you determine the values of x and y? If so, then what’s the issue?

I can determine but they are two different quantity , one is natural number while other one is percent!

x percent then x is a real number, no? 35.4 percent → 35.4 = real number?
