Total number of workers in service and manufacturing industries = 18 million

So, in the above problem, going by the fundamental definition of probability as \frac{successful outcomes}{total outcomes} , can we arrive at the solution as \frac{9}{200} = 0.045 (9% → service industry workers unemployed for 26 weeks or more & 200% → Both manufacturing and service industry workers combined) ??
