Is "In fact" support or contrast?

The phrase “in fact” is mentioned Contrast list in gregmat support contrast list. However, there is a text completion question, where greg use it as a support. Cambridge dictionary tells that it is a discourse marker meaning actually. Can anyone solve this dilemma? Isnt here in fact over riding a semi-colon?
