I think it simplistically means that a country is at its best, or getting better, when it’s motivation is global impact or international relations, and at its worst when motivated by narrow and unyielding biases.
That it is better to welcome others opinions than dismiss them I guess…
If there’s someone else here able to validate this - I would really appreciate it
