Need clarification for 'between' denotation

How many integers between 2,000 and 3,999 have a ones digit that is a
prime number?

I answered 799 but the correct answer is 800 (I thought if it was inclusive they would’ve explicitly specified it).

So whenever between comes in GRE, does it means it is inclusive by default? In cases where they don’t directly specify it as as exclusive or inclusive in the question.

No questions on the GRE would ever be vague. The question is typically (though not always) written so that the numbers provided are not included in the solution.
In this case, the first and last digits should be 2002 and 3997, respectively, while 2000 and 3999 are not actually a part of the answer.
