Yes, what would be the answer in this case. I was having a similar thought process but what would you choose in that case. The answer is dictate and I am not sure if that is the opposite of normal/average
The comma break the sentence into two parts. The left of comma shows to follow authorities standards (morally correct)and to the right of comma we got average behavior (For eg: You see many student studying for 1 hr each day for gre - can this be established as a Norm?) . Now , the rather tell us that they should have taken the average path but instead they (normative ethics ) took the authoritative (dictate ) route.
