Need help with quant questions

Why is the answer E? My answer ended up being either B or E, equally. Since neither P nor T can be in stand 5, because one of the conditions is that P and T must always be adjacent to each other. So I’m confused as to why the answer is only T.

To my understanding, none of these are possible.
In A, H cannot be appointed without L.
In B, L cannot be appointed without H.
In C, K cannot be appointed without M.
In D, M cannot be appointed without K.
In E, L cannot be appointed without H.

The correct answer is D, and I’m wondering how.

(b) There’s another question of this problem that I’m confused about:


Isn’t the answer E, since in the conditions it’s mentioned that K and M must be appointed together. The correct answer is A though.
