Needed help with this question

Is the answer b? Like in the sentence a contrast is already drawn between all and only. So we can reuse the same idea

So its a contrast right, because of the “; nonetheless” so look towards the right of that and you’ll see “these parents often acted with a view to helping only their own children.” Now since this talks about only their children, the part of the sentence before the semicolon should talk about all the kids together, which it does. So the contrast, in my opinion, has already been made. So you have to look for stuff within the two pieces of the semicolon. The second part says that they acted with a view to helping, so they should atleast feel the same for the other kids (the acting part was the contrast, but the thinking was the same). So i guessed “empathized/wanted to help/understood” for the first blank. Best answer choice was “Bemoaned” according to me, because it means express sorrow over. What is the correct answer though?
