I am probably making a simple mistake in my rationale but can someone please help me understand why the third rule in the video does not apply to both of the values in this statement (thus making them both negative numbers)? Am I suppose to infer parentheses??

I think the thing u highlighted in the picture is a bit misleading.
Something like -3^5 is technically just the “inverse” (negative) of 3^5. In other words, the highlighted bit should be the negative of a (positive number raised to an exponent).
For your question, they’re looking for something like (-3)^5 instead of -(3^5).
