Quantity A says “The number of identical machines that need to be ADDED”.
So in the solution, if we found out we need 32 machines wouldn’t that mean we would need to add 32-8 = 24 machines? ie 24 machines needed to be added. Here, quantity A is still bigger, no doubt, but if Quantity B was 25 we would pick option A there, which would be incorrect.
