i marked it OPTION D ELEVATED because the word long is supported and longtime residents assume it is run of the mill library and the comma supports the previous statement.
but the correct answer is OPTION C MISLEADING

can someone explain?

What do you think “run of the mill” means?

it means nothing special right?

How does “elevated” support the idea of nothing special?

elevated doesn’t support nothing special but if long time residents thought of it nothing special
means it’s name/reputation increased?

How? Why does thinking of something as “nothing special” increase its reputation?
