I figured out the contrast, but couldn’t understand the meaning of the line from “pertain to unwieldy… interpretation”. Also i wonder, what did you write in green ? (Tell is 2 is not 1?)
The question is divided into three parts [1],[2],[3]. Now , part[1] start with Unlike → So , immediately we get the idea that whatever comes in part[2] will be the opposite of part[1] and Indeed it is. Now, part[3] starts with a Not and is a continuation of the idea of part[2]. So, the blanks in part[3] are asking/telling us to tell how part[2] is opposite of part [1] and as we already got a not in-front of those blanks, we basically have to describe part[1] and Not will do the job of the opposite idea.

Yeah , not to is a contrast and its a contrast with Part 2 , so, in part 2 we got that idea that this new thing is not a scandal and after that we have not to hence, we go opposite of the idea before and fill the blanks with what is a scandal .
