Percentage problem

How is choice D the answer ?! I got choice E.

my calc: 10% decrease of closing price : -$10 from $110 = $100
and now 4% increase in closing price = +$4 in $100 = $104

so %change = 104-100/100 * 100 = 4% increase.

Can someone please explain here how this is NOT the correct answer ?

10% of 110 is not 10; it’s 0.1 \times 110, which is 11.
