The main thing is whether order matters or not. The word “distinct” is not necessarily sufficient to determine whether to use combinations or permutations.
If you go to PrepSwift and watch the following sequence of videos, particularly the last one, I think you’ll have a better understanding of when to use each one:

Combinations can be thought of as subgroups (taking from a larger group and creating a smaller group –– finding how many smaller groups out of the larger group you can make).
Permutations means that you are finding how many unique ways you can arrange (display, order, rank, organize) items.
