Please explain meaning of below sentence in a passage from big book

The growing emphasis on deterrence is
bound to offer increasing scope for women to become
involved in novel types of noncombat military assignments."

Here deterrence meaning is demotivation, so I rephrase sentence as “Increasing demotivation
offers more scope for women to get into noncombat work”
is it right rephrase?

As always, the meaning of a word depends greatly on the context. If I recall the passage correctly, it talks about the role of the military in the future. “Emphasis on deterrence” means then that in the future military they want to avoid actual wars instilling fear in the opponents. So soldiers don´t have to be actually good at combat. Hence, this means that women can be more easily employed in such a military.
