Please format the question properly in the future. Anyway, we know that 5 < x < 10. Then, let’s take x = 6. Then, if -10 < 6 + y < 20, this implies that -16 < y < 14, that is, y can be -15 or 13. Hence we don’t know much about y, and the answer is D.
