Could someone explain how to approach this question? Is this math strategy? Or usage strategy? I couldn’t understand the role of the “issues raised by the …interpretations” phrase because it doesn’t really help me get the blank.

The correct answer is (A), (D) and these answers make sense but how do we arrive at these answers based on math strategy?

We are continuing the same idea of things being not a scandal (due to the dash–>support) and hence choosing the blanks which describe what scandals are and then put a negation on them due to the not.
