does it say that European influence didn’t always rise when the American traditions were diminishing

The author meant to say that the presence of European influences in Native American oral literature does not necessarily mean that Native American traditions are disappearing or losing their significance and he provided evidence of it with the eg. of “The cock and the Mouse”
