Because you want to find the value of the probabilities 3x, 5x, 7x and 11x, which requires finding x first.
I believe the answer is 5/26. From probability theory, the sum of all the different probabilities for an event equals to one. Hence, 3x + 5x + 7x + 11x = 26 => x = 1/26. So the second least likely outcome is 5 * (1/26)
