Quant Practice questions - Hard

A serial thief gets caught once on average every 10 times they shoplift, and as the above notice says, gets fined 181 euros whenever they get caught. On average, what must approximately be the minimum combined value of the item(s) they steal during each shoplifting attempt, in euros, so that they do not lose out in the end compared with not shoplifting at all?

BTW: when they get caught for shoplifting, they do not get back the items they stole - they simply get hit with the fine.
In this Question, I didn’t understand how the answer would be 20 and not 23
suppose - if daily theft value is 20 euros then for 10 days it’ll be 200 eu
but fine is 181 and also he will lose 20 euro because greg mentioned they don’t get back the item they stole so total loss is 1 euro.

Please help me where am I going wrong
