I think that the integers divisible by 4 include -4, -2, -1, 1, 2, and 4, with -1 and 1 being odd numbers. Therefore, the two sets overlap, not are mutually exclusive as shown in the answer.

1 is not divisible by 4 though?

You got that reversed.
All numbers are divisible by 1 (and not the other way around)
