@GregMat How can we be assured that the actions of two leaders are indicative of the community’s efforts, rather than merely reflecting the efforts of those two individuals, based on Option 4? I see that the last sentence of Option 5 explicitly states the community’s involvement in these efforts.

I don’t think they mean “community-driven” in the sense that the community itself is driving these things. “Community-driven” in this context means “geared toward the community.”
