According to Gregs definition of percentile - It is the no of values less that a particular no. So if thats the case, to call 2 nos to be at 33 and 66th percentile respectively means, the first no is greater than 33 percent of the nos and that the 2nd no is greater than 66% of nos. If thats the case how are we saying that D will be the correct answer?
If we have a list with all values equal, then wont the percentile value be 0 for all the nos as no number is less than any one of them.
Please correct me if there are anything wrong with my understanding of the same.

Percentiles are about index position, irrespective of whether the entries are repeated or not.

When we say 2 No.s are in the 33rd percentile, it means the position of those two numbers are greater than 33% of the data in ascending order.

Therefore, even if all numbers in the list were identical, the numbers at those specific index positions would still be designated as the 33rd percentiles of that data.
