I think there is an error here and the answer should be “BOTH statements TOGETHER are sufficient” because 13 out of 25 is a majority, it locks in the median at 2, regardless of the other 12 values. No matter how you split the other 12 people’s counts (all low, all high, or mixed), the median always lands on 2.
