Shouldn’t the first blank answer be “temporary” since the empress occassionally interferred? The comma and for isntance shows a direct support to the the empress part. I was confused with arbitary and temporary
Temporary = lasting a short time.
We have no idea how long the arrests were. Could be long, could be short.
“Occasionally” tells us how often the Empress interfered, not how long the arrests lasted.
Also, notice “under some pretense or other.” What does that suggest about the basis for the arrests?
