Not quite.

Dividing by 2¹ counts all single 2s

Dividing by 2² counts all 2s that were not counted by 2¹

Dividing by 2³ counts all 2s that were not counted by 2¹ and 2²

Dividing by 2⁴ counts all 2s that were not counted by 2¹, 2² and 2³.
