Can anyone elaborate on why Option C is incorrect here?

The question is asking for scenarios, which if true, can possibly show the mayor’s argument as incorrect or incomplete. Therefore, I was looking for cases that show that the reorganization did not impact the number of crime cases or at least did not lead to a decrease.
I understand how A is a possible answer.
But on analyzing C, we can conclude that the reorganization did not lead to decrease in thefts because in other places, where a similar reorganization was implemented, the number of thefts increased. So looks like either the mayor’s city was an anomaly or that the reorg does not have any impact on the number crime cases.



isn’t just A just rephrasing lines: "critics claimed that the reorganization would make the police less responsive to citizens and would thus lead to more crime."

And mayor is claiming this was wrong(lines: ... that show that the critics were wrong. ) but A makes the what critic were saying correct so, this is the most obvious choice
