Over here I didnt check the options before answering first I thought of the possible reasons and I thought that the better equipments would have no effect is the weather is bad so the answer would be B
Option B would become incorrect in the second half because it says the second portion is the explanation which was judged by the argument. The second portion is actually a reason for what is stated in the first. Moreover, the first portion is more like a conclusion rather than a judgement.
I think weather would not be a good argument because there could’ve been unforeseeable weather before the equipment was improved as well.
