we generally use too…to in a negative sense so I expect the blank to be something postive but the solutions says otherwise.
For instance, you are too good to be true.
First step in SE question is to make pairs .
Then, we treat them like a TC.
If it was complete then no further investigation would be needed but its not hence, we choose the other pair.
I believe your second pair is incorrect, E and F is not a pair, instead B and F is a pair.
