In some situations there can be only two possibilities in a blank and you note both the options and continue reading the question. Here the two possible answers are: big/small or a lot /a little. If you continue reading the question, you encounter another blank that has 2 possibilities again[ available, not available], each of which corresponds to one of the options you selected.
These are called double possibility questions and since option A fits well with the possibilities, that is the correct option. Option B is wrong because inestimable does not mean less.
