So the passage first states that rising temperature leads to less sea ice formation (line 5). Then, it starts to state the effects of sea ice formation (line 7 onward). And then continuing with the effects of sea ice formation, it states that deep water would rise at a slower rate (line 10).
Option A states if global warming occurs i.e. less sea ice forms, then deep water rises at a faster rate, i.e. opposite of the effect of sea ice formation.
Hence option A is right.
