Why we didn’t choose scourges and nuisances as the pair?
As per Google search scourges has the synonyms I.e., nuisances

You could do that. Sometimes three words are presented together that could theoretically be a pair amongst themselves. But of course in this case it doesn’t matter because the correct answer is panacea and cure-all
