TC problem

I had some issues trying to understand the second sentence. I asked my friend to help me interpret it, and he said that Bismarck didn’t provoke the English. How will you figure it out that he didn’t provoke?

Hey,
This is an extreme case because of the word ‘too’.
Take an analogy.
Pizza is too hot to be eaten.
What do you think, can we eat the pizza?
My understanding of the structure says that it is the extreme case and it can’t be eaten.
Therefore,
Person B is too “good” to instigate English. (He didn’t instigate in reality.)
You can read more sentences on google with extreme connotations (or with word ‘too’).

Yeah, this is from his video only. But he didn’t completely explain the reason for the same, since I wasn’t able to ask him. But I got it now.
