There is contrast in this sentence due to use of even.

Second sentence says that major figures remained skeptical/concerned/not sure of extending suffrage(voting rights) to everyone.

Contrast to this is that there was some kind of fail safe mechanism to prevent the abuse.

So logically, even though there were some fail safe mechanisms to prevent the abuse, the leaders were concerned is what this is trying to communicate.
