My doubt is as per logic “,” establishes support in both sentences, so if Blank 2 is contrived (made up/fake) shouldn’t the blank 1 be simulated?

I think “dominated as it is … characters” is the phrase that talking about today’s climate not the quality of his work. So to better simplify it: In today’s climate, dominated as it is by … by characters, his works have a … quality.
