1st part : Managers “rarely recogonise a crucial reason for low level conflicts” = managers generally overlook vague/small conflicts.
2nd part (support) : They must be doing to prevent a bigger problem. In this case- They are doing so to prevent schism (split among the group).

The 2nd part says if I translate literally- "a small tolerance level for conflict saves “schism”

I still think it should be co-operation.

Hello,
I believe, if managers are tolerating some kind of conflict, they are doing to prevent some future problem.
Take an analogy-
If your father is tolerating your small mistakes , he might be doing to prevent the future estrangement/hostility etc. {no offence :grinning_face_with_smiling_eyes:}
