My logic/question
I selected quelling and abating (incorrect). Since the question is asking about the new president (member of government) and the revolution has the government worried, I thought the new president would want to put an end to or stop the revolution. Why is this incorrect? If he is worried why would he encourage a revolution?

They wouldn’t be worried about the president quelling a revolution, the would be worried about the president inciting one

since we have 2 pairs, we have to look to the other parts of the sentence. a populist rhetoric basically indicates the president is “for the people” which to me hints more at revolution vs the absence of it
