Totally lost in this verbal question


I really did not understand this.I thought the blank should be positive and I found not even one positive word and I was like what I am doing wrong in this.
Can you please help me to understand this question.

Virtue is because of Lacking energy to be bad (1st blank)

If someone is lazy enough to do something negative, this isnt his goodness. but he just lacks energy to do somethign bad. (means he is actually bad and he shouldnt be praised)
