Two-blank TC question

The answers to this question are B and E. But I cannot understand why the second blank is “rejected.” Doesn’t the pronoun “they” right before the blank indicate “the legislators”? Shouldn’t the legislators want to push for increased penalties for speeding?

Yes, they should, but that is just according to your outside knowledge. Welcome to GRE! You must only use the sentence to figure out the logic. It says that the legislator surprised no one, thus, they acted the way any other person in the state would have. Since there it is normal to speed, they would have dismissed increased penalties.

The problem is that only F goes along with B, so the second blank has to be F.
The first blank cannot be controversial because “controversial” is unrelated to human nature and long distances. When you’re going through these questions it’s important to only use the info provided to you in the problem - with ETS, every word has been placed there for a reason and will always give you a clue to the blanks.
