Here’s my two cents, hope it explains a bit!

For the third blank, we look to the last sentence which supports and gives an idea about the third blank. Clearly the commission has a bad reputation as we can see from ‘so often a byword for meddling, bungling and even corruption’.

Yet the person writing this last sentence, is speculating that the commission is potentially putting ‘its house in order’ and cleaning up its act through the devolution of power, which I would think that it is a positive thing.

Thus, if we assess the actions of the commission, we can see that it is quite ‘promising’ (what word I would choose to put without AC) because it is taking steps towards reducing its powers after forced resignations last year as a result of corruption. Thus, promising = encouraging.
