The blank(i) is about the past as the clue giving to us describe the current situation of the person! Also, we know that there is irony involved it it thus, if they are current suffering from measure of oblivion themselves then in the past they must be banishing/assigning others to the same.
You can use D. relegating and C. consigning
I didn’t understand the meaning of consigning, also the part of the sentence from “suffering from measure of oblivion”. help me
