Please help me understand the question.
I decided to go with pairing strategy, so I paired up Sanctioning and approving (although sanction means to stop something from happening)
and the next pair which I choose was commencing and initiating.
Now moving on to the logic which I applied:
Since it is already mentioned that the new administration is following footsteps or maintaining the trajectory of the old one so the transition towards sustainable future has already begun, and since the administration has been changed so the new administration should provide approval or sanction the new changes so that the steps towards sustainable future can be taken.
But my answer is wrong, and the correct answer is easing and advancing, but these are not synonyms in the first place.
Please help me where I am making a mistake.
