Volume and surface area relationship

Does the height of the cylinder need to be 4 also for this relationships to be true? or just the radius of the cylinder base?

It’s mentioned that this is true for rectangular solids too. what does that mean - is it that both the length and the width needs to equal 4, for the SA of the solid to equal its volume?

In this case, both (that is, the surface area and volume of a cylinder with radius and height 4 are numerically equal).
