I think you’re misunderstanding something here. One student could have a score of 100 while the other student could have a score of 15.
Like if you look at the frequency distribution then you have three classes: 15 - 63, 64 - 85, 86 - 100. The range is not the maximal difference in each class but rather across all classes.

So largest possible range = 100-15 = 85
smallest possible range = 86 - 63 = 23
and hence the answer would be 85 - 23 = 62.
hence A is larger. Right?
