Why is (b) a combination problem- order does not matter

Why order does not matter in b ?

“Groups of 3 people can get a prize”. Suppose A,B, and C won the prizes. Does this mean it matters if A won the first place or the second?

Yes, permutation is just combination (selection) followed by arrangement (simultaneously performed using the principle of counting). So when they ask how many groups of people can be there, they’re just asking for step #1
